Fraser tells BBC : "I haven’t reached any conclusions." Twice.
Strangely sexy uber-tubster, Lord Fraser, chairing the enquiry into the stratospheric costs of the Holyrood building, dropped a bombshell this week when he told the BBC: "I have made no conclusions, we are on a lengthy search to find out exactly what went on. Only after evidence has been heard will I and my team make a conclusion. I have made no conclusions and it would be quite improper for me to do so."

Not content with insisting that he would not reach a conclusion until the conclusion of the enquiry sometime after Easter, Lord Fraser returned again in the interview to the subject of conclusions, saying ; "I do strongly emphasise that at this stage I have reached no conclusions and it would be quite improper for me to have done so." he concluded.

The news that the chair of the enquiry hasn’t made up his mind up yet is likely to send shock-like shock waves right through the Holyrood community, as an Executive spokeshack told The JT: "This is a quite astonishing statement for the lardy lord to make given that there is already clear evidence that the cost overruns were due entirely to Donald Dewar, that Spanish architect bloke and anyone else conveniently brown breed."

Whatever the formal outcome of the enquiry, one thing’s for certain, Lord Fraser will conclude his remarks by saying : "Waffle waffle, unfortunate set of circumstances, blah blah, no blame can be attached, rhubarb rhubarb, lessons must be learned, yadda yadda, can I have my enormous cheque now please?"
